- Expression of Interest are invited for Elaboration of a Strategy for the Promotion of a Renewable Energy Self-Generation Framework in Algeria This assignment will include (i) an assessment of renewable energy in Algeria (covering the existing regulatory framework, potential, and obstacles); (ii) international benchmarking (covering successful experiences in promoting self-production in developed countries, as well as countries with a similar context to Algeria, and lessons to be learned); (iii) an assessment of the macroeconomic benefits and potential of self-production, including an analysis of the economic impact on public services; (iv) a proposal of models and innovative measures for the promotion of self-generation adapted to the Algerian energy context, including distributed solar energy (at the level of enterprises, public institutions and households, including the issue of financing in the context of the reform of the energy sector subsidies); and (v) recommendations concerning improvements to the regulatory, technical and financial framework for the promotion of self-consumption (self-generation) in Algeria. The firm must demonstrate its ability to work in French in the Algerian context, and the deliverables will be in French with a detailed summary in English for the final deliverable. The group of proposed experts must include at least: - A local expert with in-depth knowledge of the energy sector in Algeria and particularly renewable energy self-generation projects. - An international expert in renewable energies who has worked on the development of renewable energy self-generation projects in MENA countries, preferably having provided strategic advice to the government in this area. - An international economist or financial expert with in-depth knowledge in the development of macro-economic studies in the renewable energy sector in general and self-generation projects in particular
